Abstract:  This  article  analyzes  the  problem  of  resource  scarcity  and  its  
consequences  on  a  global  scale.  At  the  same  time,  the  need  to  transition  to  a  
"Green  Economy"  in  order  to  ensure  environmental  sustainability  and  harmonize  
economic development is justified.
